Twelve-Five Standard Security Program
The Twelve-Five Standard Security Program is a newly mandated program
put into place by the Transportation Security Administration.
Do
you operate aircraft, scheduled or charter (passenger and/or cargo)
to, from, within, or outside the United States with
a maximum
certified takeoff weight (MTOW) of 12,500 pounds or more?
If
you do … as
an aircraft operator, the TSA MANDATES THAT YOU BE TRAINED.
- You
and your staff must be trained in security related functions
to meet the requirements of the TSA’s Twelve-Five Standard
Security Program and individuals MUST be knowledgeable of their responsibilities.
- You
and your staff must be trained and have demonstrative knowledge
of 49 CFR 1544, the TFSSP.
- You
and your staff must be trained to read and understand Security Directives.
- You
MUST have, as the aircraft operator, a trained, designated,
AIRCRAFT OPERATOR SECURITY COORDINATOR (AOSC) in
accordance with 49 CFR 1544.215(a).
- You
MUST have a trained and security knowledgeable GROUND
SECURITY COORDINATOR (GSC) present for EACH and
EVERY departing flight.

PURPOSE
This training program is designed to comply with congressional mandates
to enhance security in air transportation, in accordance with 14 CFR
1544.101(d).
Through the Twelve-Five Standard Security Program (TFSSP) the Transportation
Security Administration (TSA) requires the aircraft operator to…
- Be
Adequately Trained.
- Monitor
Security Activities on the ground and In-flight.
- Subject
Flight Crews to Certain Background Checks.
- Process
Threat Information.
- Respond
to Bomb, Air Piracy, or other Threats.
IMPORTANT
The Transportation Security Administration (TSA) states, “In order
to perform these GSC functions, each person designated by the aircraft
operator must have successfully completed training…”
This
training requirement includes CREWMEMBERS.
In
accordance with 49 CFR 1544.215 c, the Pilot in Charge (PIC) must
serve as the IN-FLIGHT SECURITY COORDINATOR (ISC) for
each flight.
The
Transportation Security Administration (TSA) states, “In order
to perform ISC duties, the PIC must successfully complete training
in accordance with ISC training requirements.

are held at airport area hotels from 10:00 AM to 12:30 PM
